A man deployed an incendiary device outside 26 Federal Plaza in New York City on Monday, sparking a large fire and leading to his arrest, according to the Department of Homeland Security.
Surveillance footage captured the suspect attempting to flee after setting off fireworks, spilling what appeared to be gasoline, and igniting flames. Law enforcement sources identified him as Andrew Arrabaca, who was described as an anti-Immigration and Customs Enforcement protester.
The suspect was tackled by Federal Protective Security officers, who sustained minor injuries during the incident. Officers recovered a bag containing two pellet guns and a manifesto from the suspect’s person. Photographs taken at the scene showed a cart with a sign reading “ICE OFF OUR STREETS.”
A federal employee and a civilian were injured but both reported only minor injuries, according to the DHS. FBI Director Kash Patel confirmed on social media that an individual deployed an incendiary device outside 26 Federal Plaza and is now in custody, with the FBI’s Joint Terrorism Task Force investigating the incident.
New York City Mayor Zohran Mamdani condemned the attack: “What occurred outside 26 Federal Plaza this morning was deeply disturbing. I’m relieved no one was seriously injured and that a suspect is in custody.” House Minority Leader Hakeem Jeffries also issued a statement: “Acts of terror and violence have no place in our city and will never be tolerated. The individual responsible for this must be prosecuted to the fullest extent of the law.”
The DHS confirmed an FPS Protective Security Officer swiftly tackled the agitator during the incident.
